Professor Dr. Hj. Abdul Samat Musa is currently a Professor at the Faculty of Shariah and Law, Universiti Sains Islam Malaysia (USIM). He is a former long serving Dean of the Faculty (2002-2012), and responsible for its rebranding and introduction of an integrated academic and professional programme of shariah and civil laws. He is a former Founding Director of World Fatwa Management and Research Institute (INFAD) at the same university (2003-2008). During his tenure as the Deputy Dean (UKM) and Dean (USIM), Professor Dr. Abdul Samat Musa had been invited to join several academic visits to overseas, namely Brunei Darussalam, Indonesia, Egypt, Dubai, Republic of Maldives, Thailand and Singapore to promote and enhance academic programmes. He also joined a delegation of Malaysia’s Department of Islamic Development (JAKIM) to visit slaughterhouses and Islamic organisations in Australia and New Zealand, After primary education, He was educated at Madrasah Al- Tarbiyah Al-Mardhiyah (1958-1966) and Al-Ma’had Al-Muhammadi (1967-1969) in Kota Bharu, before continuing his studies at Petaling Jaya and Kelang Muslim Colleges (1970-1971). At a tertiary level, he studied at Universiti Kebangsaan Malaysia (UKM) where he obtained a Bachelor of Islamic Studies (Hon.) (Shariah) in 1976. His subsequent post-graduate degrees earned, include a Diploma of Education from Universiti Kebangsaan Malaysia (1976), a Master of Law (LL.M) from University of Malaya (1980), and a Ph. D (Law) from University of Manchester, England (1989). He started his academic career in July 1976 at UKM as a tutor, and later, was appointed a lecturer (1979), and subsequently, an Associate Professor (1997). His first experience in academic administration began at the same institution with his appointment as a coordinator of two Post-Graduate Diploma Programmes, one of which was offered together with an Islamic organisation in Singapore, and later as Head of Department of Shariah and Deputy Dean (Academic and Students’ Affairs) of the Faculty of Islamic Studies at UKM. He was appointed Professor and transferred to USIM (then KUIM or Kolej Universiti Islam Malaysia) in July 2002. Professor Dr. Abdul Samat Musa is a former member of Shariah Advisory Council of Securities Commission Malaysia (2008-2010) and National Fatwa Council (2004-2007). He is also a former Chairman of Shariah Committee of RHB Islamic Bank (2005-2011) and a former member of Shariah Committee of Malaysia Development Bank (BPMB) (2015-20017). He was also a panel member of Jawatankuasa Tadbir Urus Indeks Syariah Malaysia and Jawatankuasa Induk Penyelidikan Indeks Syariah Malaysia. At present he is a Chairman of Shariah Panel Committee of USIM, the first of its kind in public universities. He is also a panel member of intellectuals under Majlis Dakwah Negara (MDN) and a member of Editorial Board of Jurnal Kanun under Dewan Bahasa dan Pustaka (DBP). His areas of expertise are shariah law, Islamic and comparative constitutional and administrative law, human rights and the administration of Islamic law in Malaysia. He wrote and researched extensively in these areas, and presented papers in conferences at national and international levels, including as an invited speaker, and published works in books and reputed journals. Professor Abdul Samat has also been involved in evaluation of application for research grants and accreditation of academic programmes as a panel member under the Ministry of Higher Education. In 2013, he was appointed an external assessor at Kolej Universiti Perguruan Ugama Seri Begawan, Negara Brunei Darussalam, besides being a member of academic panel for academic programmes and assessment in some local universities. In the same year, he was invited by Muslim World League (Rabitah al- ‘Alam al-Islami) of Saudi Arabia to perform haj, and prior to haj, present a working paper on human rights in the 14th Mecca Conference on Human Rights in Shariah and International Instruments.
